Cooperative digital platforms from the perspective of public organisations

Abstract

Innovations in information and communication technologies (ICT) have driven a new and intense digital transformation, a situation which also involves public organizations. This study uses the theoretical precepts of the platform economy, platform cooperatives and institutional entrepreneurship to analyze the institutional entrepreneurship of public organizations through the promotion of cooperative service platforms. Therefore, this paper aims to understand how public organizations can promote the entrepreneurial process through cooperative platforms in Brazil. The research used procedures exploratory qualitative research procedures, under the case study method, to understand the dynamics of institutional entrepreneurship that promotes platform cooperatives. The main findings were evidence of an institutional entrepreneurship strategy on the part of a municipality through the incubation of ventures based on platform cooperatives. The findings suggest changes in the institutional regime of digital platforms, which move from a strictly capitalist orientation to a cooperative orientation, characterized by collective ownership over resources, data, work structures, and self-governance. The results demonstrate that public organizations participate in some phases of the entrepreneurial process by promoting platform cooperativism. This study contributes to the understanding of how public organizations can promote work through digital platforms, especially individual micro-entrepreneurship, consequently reducing informal work.

Alexandre Silveira é bolsista PosDoc na UFPR(2023), Ph.D. em Administração de Empresas pela Unisinos(2020), pesquisador visitante na Southern Denmark University (2019) no Departamento de Consumo e Marketing. Professor de Marketing Digital, Marketing, Estratégia de Empreendedorismo no IFRS, FGHC e Unilasalle. Atuais interesses de pesquisa em marketing digital, comportamento do consumidor, cooperação e coopetição com foco no consumo e plataformas digitais através de métodos de pesquisa qualitativa, incluindo entrevistas, etnografia e netnografia.
