Public policies for promoting the defense industrial base: an analysis of the military ground platform segment

This study investigates technological innovation practices in companies from the Military Ground Platform sector in Brazil, with an emphasis on public policies that foster research and development (R&D). The research adopts a qualitative approach, combining documentary analysis, field research, and literature review. Public policies aimed at technological innovation in the Defense Industry were examined, as well as the companies' perceptions of these policies and the strategies adopted for financing and developing innovations. Data collected through questionnaires revealed that innovations in these companies arise both in response to public sector demands (Armed Forces, Ministry of Defense, and police) and from their own initiatives. Furthermore, it was identified that R&D funding varies between the use of internal resources and funding sources like FINEP, and that partnerships with universities and research centers are seen as important for accessing funding and technical expertise. The study also addressed the transfer of technologies from the civil market to defense (spin-in) and vice versa (spin-off), highlighting the flexibility of companies in adapting innovations between the two markets. The study contributes to understanding how public policies influence innovation in the defense sector.
